About Us

The Solid Waste Services department is dedicated to providing the citizens of Fort Smith with safe, efficient, environmentally-sound, and cost-effective services. The department is made up of 90 employees comprised of administration, residential, commercial, fleet & grounds, landfill, industrial, and waste reduction divisions.  Combined we collect refuse, recyclables, and yardwaste from over 30,000 customers. Solid Waste Services is an enterprise fund being completely funded by fees charged for services. The annual budget is roughly $17 million.

Kyle Foremann

Director of Solid Waste Services

Kyle Foreman began work as the Director of Solid Waste Services in June 2018.  He brings 10 years of Solid Waste Management experience in both the public and private sectors with him to the City.  Prior to joining the Fort Smith team, Kyle worked for the City of Irving, TX as the Business Services Supervisor for the Solid Waste Services department.

Kyle possesses a Bachelor of Science degree in Business Administration from East Carolina University in Greenville, NC.  He is an active member in the Solid Waste Association of North America (SWANA) and has served on numerous committees.  He is currently the Vice-Director for the Collection and Transfer Technical Division (2021).  In November 2020, MSW Magazine, “The Journal for Municipal Solid Waste Professionals” named Kyle a SWANA Young Professional of the Month.
